Here’s what we know at this hour.

  1. Congress Avenue, the main drag of old downtown Austin, is closed from the river through to 11th Street. What no one is saying, and quite conspicuously, is that this event somehow involves the capital building and state offices which happen to be at 11&c
  2. The only thing we’re getting at this hour is the curious report that dozens of dead birds were found by police on the roadway some time [before 5:30 AM] this morning.
  3. All buildings in the area are either closed or quarantined.
  4. We are told air quality tests are being made.
  5. We’re now told “about a dozen” birds … (7:30)
  6. Downtown will be closed until noon.
  7. This is strange.
